The Community Development Department encompasses the functions of:
- Planning and Zoning
- Building and Code Enforcement
- Housing
Planning and Zoning
Community Development receives and reviews all applications for zoning permits, site plan reviews, special use permits, plats and zoning amendments. The Planning Commission meets the first Thursday of each month to review development proposals consisting of commercial and multiple family buildings and parking lots. The applicant should meet with Staff at least thirty (30) days before the date of the Planning Commission meeting.

The Zoning Board of Appeals meets as required to review applications from property owners who seek a variance from or an interpretation of Zoning Ordinance requirements.

Community Development receives complaints regarding potential violations of the City's Property Maintenance Code, including such items as trash and buildings in disrepair.

Downtown Rental Rehabilitation Program
The City, in conjunction with the Michigan State Housing Development Authority, offers assistance to downtown building owners to convert unused spaces of buildings into affordable housing units.

Annual Report
The Community Development Director submits an annual report to the City Commission at the closing of each fiscal year. This report summarizes the progress for the year and the projected goals for the upcoming year/years.
